Ray Welch

Ray Welch is a Senior Field Engineer II and a seasoned professional with 47 years of experience in Nuclear Power and Government Construction. His expertise spans Mechanical, Civil, and Instrumentation & Control (I&C) disciplines. Throughout his extensive career, he has successfully transitioned between technical field roles, leadership positions, and government Quality Assurance oversight, with continuous service at Bechtel Inc. and related entities dating back to 2000. Mr. Welch is known for his technical guidance, supervisory capabilities, and proven ability to manage complex project set-up and construction activities.
He currently serves as a DOE – Quality Assurance Engineer at the Outfall 200 Mercury Treatment Facility. His responsibilities include contractor document review, quality control inspection oversight, and construction activity surveillance, reporting directly to Department of Energy (OREM) representatives.
He has held multiple leadership roles at the Y12 Uranium Processing Facility (UPF) Project, including Mechanical Lead Discipline Field Engineer, Mechanical Equipment Building (MEB) Area Manager, and Deputy Project Field Engineer. He also served as the Project Field Engineering Supervisor for the HEUMF Construction Field Engineering organization, responsible for daily activities, technical guidance, and personnel directives.
His early career included significant roles as an engineer and coordinator at the Tennessee Valley Authority (TVA) Watts Bar and Sequoyah Nuclear Plants.
Mr. Welch holds an Associate of Science (AS) degree and has completed numerous specialized training programs, including Six Sigma Yellow Belt, Subcontract Management, and Environmental, Safety, and Health Leadership.
