Glenn Konzek

Mr. Glenn Konzek has 32 years of experience working for the Department of Energy’s (DOE) Richland Operations Office (RL). His time with the DOE was evenly divided between two major disciplines: Project Management, and Safeguards and Security. His experience in both fields were very diverse and comprehensive, and included leading high visibility nuclear projects and unique one-of-a-kind tasks. He has worked on all phases of nuclear and non-nuclear projects including the planning and conceptual stages, development of statements of work, procurement/acquisition of contractors, and design and construction of new facilities. He was the Material Control and Accountability (MC&A) Program Manager for DOE-RL within the Security and Emergency Services Division, overseeing both domestic and international MC&A activities at the Hanford Site.

Mr. Konzek holds a Bachelor of Science Degree in Mechanical Engineering from Washington State University, and an Associate of Arts and Science Degree from Columbia Basin Community College.

Sustainable Results

Mr. Konzek’s 16 years of DOE project management experience included increasing roles and responsibilities from an entry level project engineer for N-Reactor upgrades to Senior Project Manager for the design of a new double shell tank farm, to Deputy Federal Project Director of the Plutonium Finish Plant (PFP) demolition project which was the most plutonium contaminated facility in the United States. He routinely represented DOE with regulatory agencies to negotiate and ensure compliance with the Tri-Party Agreement (TPA) commitments between the DOE, Environment Protection Agency, and the Washington State Department of Ecology.

Mr. Konzek’s 16 years of MC&A responsibilities involved the proper management, accounting, and control of Hanford’s nuclear materials, particularly special nuclear materials such as plutonium. He led the development and implementation of business processes for MC&A-related activities in an evolving environmental cleanup landscape, analyzed and recommended solutions for highly sensitive security topics, coordinated MC&A-related facility startup (or shutdown) tasks in conjunction with project activities, formulated local MC&A requirements, and tracked and monitored contractor performance.

Mr. Konzek was the principal liaison for monthly International Atomic Energy Agency (IAEA) inspections at the PFP for ten years. He was a key United States negotiating team member for determining an acceptable approach to meeting domestic plutonium storage safety requirements and IAEA’s responsibilities for independent non-proliferation oversight. He was also the lead security coordinator working with Federal Agents of the Office of Secure Transportation to de-inventory multiple tons of plutonium from Hanford to meet DOE consolidation security goals.

Throughout his career at Hanford, Glenn maintained his Hazardous Waste Worker and Radiological Training credentials. He has DOE Technical Qualification Program certificates in Project Management and Safeguards and Security.
