Proven Experience

John D. WilliamsMr. John D. Williams has over thirty-five years of Federal experience in the U.S. Navy, the Department of Energy, the Department of State, and the private sector, including international assignments in Russia. Mr. Williams has provided safety analysis support for the Plutonium Finishing Plant (PFP), Spent Nuclear Fuels Project, the Waste Management Project, and the Hanford Waste Tank Farms. He has also supported the Department of Energy’s Savannah River Site, the Waste Isolation Pilot Plant (WIPP) and Rocky Flats facilities. Over his career, John has established expertise in program and project management, nuclear and chemical safety, ISMS preparations, readiness review preparations, implementation verification reviews, quality assurance program development, hazards evaluations, waste management, due diligence reviews and safeguards and security. He has extensive experience in nuclear safety basis development and the development of strategic plans, and extensive program and project management.

Mr. Williams holds a B.A. in Mathematics from Hamline University, a Master equivalent in Nuclear Engineering from the Naval Reactors Program, and is a Certified ISO 14001, Environmental Management System, Lead Auditor.

Sustainable Results

Mr. Williams served as the Review Team Leader for the of River Protection (ORP) Safety Basis Review Team. In this capacity he was responsible for ensuring the quality and efficacy of all ORP reviews of safety basis related deliverables for the Waste Treatment Project. John was also a member of the joint ORP/BNI Senior Management Safety Design Integration Team. He was responsible for coordinating efforts to accelerate completion of safety basis documents and resolve safety basis related issues. In this capacity Mr. Williams was a principal driving force for the accelerated completion of the LAW Facility documented safety analysis and was focused on solving similar issues for the HLW facility.

Mr. Williams was the ORP leader for the Quality Issues initiative a joint ORP effort designed to find resolution for 12 quality issues. This effort relied on Mr. Williams’ ability to collaborate with ORP and BNI senior management to find solutions. Mr. Williams is a member of the ORP-BNI senior management Quality Issues Management team. He also was a member of the team developing the ORP-BNI quality culture improvement plan of action. Mr. Williams developed and deployed several innovative problem-solving approaches that resolved issues in less than 6 months. In addition to finding resolutions that overcame entrenched positions, cost-savings have been realized because of his effort, currently estimated in one area alone at over $2 million.

Mr. Williams has also brought about changes in regulatory compliance at Hanford in nuclear safety, environment, and quality assurance. This success was achieved through focus on creating disciplined and cost-effective regulatory compliance approaches based on proven project management techniques. Mr. Williams led implementation of 10 CFR 830, Nuclear Safety Management, at Hanford, and he is a subject matter expert in 10 CFR 830, DOE-STD-3009, DOE-STD-5506, DOE O 420, DOE O 413.3, and DOE-STD-1189.ion.
