John Bowen

John Bowen brings over 20 years of experience to complex Engineering, Procurement, and Construction (EPC) projects, including commercial nuclear reactors and projects for the Department of Energy (DOE) and Department of Defense (DOD). As a certified ASME NQA-1 Lead Auditor and ISO 9001:2015 Lead Auditor, he Is an expert in establishing, managing, and overseeing comprehensive Quality Assurance and Quality Control programs. Experience includes:
  • Conducted oversight of M&O contractors through detailed surveillances, assessments, and field activities for major DOE programs, including the Uranium Processing Facility (UPF) and the Outfall 200 Mercury Treatment Facility.
  • Established and managed robust Field Quality Control programs for the UPF in accordance with NQA-1 requirements across multiple disciplines (Civil, Mechanical, Electrical, Welding, M&TE, Material Receiving).
  • Direct working experience and application of major industry standards, including ASME B31.1, B31.3, ASME Section III pressure piping, ASME Section VIII pressure vessels, API 650, and API 653.
  • Managed UPF’s Non-Conformance Program as Validating Authority for Non-Conformance Reports (NCRs) and served as a Board Member for the project’s Issues Management Team.
  • Project Leadership: Managed logistics, staffing, and performance expectations for teams of up to 30+ personnel across multi-state and international projects.
  • Technical Inspection: Performed and managed teams for various inspections and testing, including welding, mechanical, structural steel, anchor bolt/grout, hydrostatic/pneumatic pressure tests, and Non-Destructive Evaluation (NDE) techniques (MT, PT, UT shear wave, RT, ET).
  • Regulatory Turnover: Responsible for the review and stamping of all ASME Section III systems and managing N-5 Code data reviews and approvals for turnover to the client during nuclear power project completion.
Mr. Bowen has an active Q Clearance.

Mr. Bowen has a track record of implementing programmatic and systemic improvements that deliver long-term quality and compliance benefits.  His accomplishments include:
  • Managed the UPF’s Non-Conformance Program as the Validating Authority for Non-Conformance Reports (NCRs). His team was crucial in identifying negative NCR trends and advancing them to the Issues Management (IM) Team for root cause analysis and ultimate programmatic resolution.
  • Implemented a robust Quality Control Certification Program for team members at UPF, guaranteeing the team met project-specific QC goals. Additionally, he has successfully trained and tested QC personnel and new Welding Inspectors.
  • Verified the implementation of all applicable NQA-1 requirements on a multi-year nuclear completion project. Developed Operations Quality Control Manuals and performed cross-walks of site procedures to Standard Work Process Procedures (SWPP).
