James A. Hughes (Jim) has over forty years of diverse and increasing responsibility in the Department of Energy (DOE) complex. His career is focused on the successful execution of critical government contracts, specializing in operational efficiency, stringent regulatory compliance, and robust safety performance.  His core areas of expertise include Work Control, Integrated Safety Management System (ISMS), Utility and Maintenance Operations, Facilities Management, Operational Readiness Reviews (ORRs), Waste Management and Disposal, and Facility Decommissioning and Demolition (D&D). He currently works as a Field Engineer for the DOE’s Oak Ridge Environmental Management (OREM). Jim holds a Bachelor of Science in Applied Organizational Management from Tusculum College (1992).  

Sustainable Results

As a Field Engineer for Navarro at Y-12, he has been responsible for daily oversight of multiple Department of Energy (DOE) contractors at the Oak Ridge Y-12, ORNL, and East Tennessee Technology Park (ETTP) sites. His duties include oversight of the Y-12 Oak Ridge Outfall-200 Mercury Treatment construction project, the Y-12 Oak Ridge Surveillance and Maintenance Program, and the Y-12 Biology and COLEX D&D Projects. This role includes issues identification and resolution, and direct oversight of contractor Health and Safety Performance in all areas.

As a Field Services Area Manager, he was responsible for the daily oversight and operability of the Environmental Management Waste Management Facility (EMWMF) and the Oak Ridge Reservation Sanitary Landfill operations. This involved daily direction of superintendents and hourly personnel in the acceptance, placement, and disposal of low-level radioactive and sanitary waste.

As a Project Manager/Area Manager for Bechtel Jacobs Company, he managed the Oversight and Operation of the ETTP Site Maintenance Organization and Infrastructure Programs, encompassing all maintenance and utility shops, site power distribution, planning and estimating, resource allocation, and work scheduling. 

His significant accoumplishments include:

  • Initiated and implemented more effective operational procedures that reduced
    maintenance rate 30% and increased productivity 90%
  • Implemented a Department of Energy Safety Lane inspection program.
  • Established a more efficient DOT inspection program.
  • Completion of over 12,000 maintenance job requests without a single first aid, recordable or
    lost-time injury (3-years).
