Overview of Work Performed: Develop procedures for the testing, operations, maintenance, emergency response and mobilization and demobilization activities for the Kurion Mobile Processing System (KMPS) Project that will be used at Fukushima for radioactive and hazardous liquid waste treatment. Recommend improvements to the test program and procedures in order to optimize operations, maintenance and execution and to ensure interoperability requirements for both operations and maintenance.

Prepare training procedures and material to train the TEPCO and Japanese operators on the testing, operations, maintenance, emergency response and radiological controls for the KMPS Project. Assist in the training exercises for upset conditions and emergency response.

Perform a lessons learned (LL) review of the KMPS Project from cradle to current status of the project and prepare training material to address the findings in the LL review. Perform a management assessment of the Kurion engineering organization and management systems and assist in the revision of their processes and procedures.

Perform radiological engineering ALARA evaluations of the KMPS in order to optimize the target dose rate, media change-out cycle, turnover/replacement of units and cost and safety impacts.

Provide NQA-1 lead auditors to perform vendor surveillances and inspections of commodities (vessels, filters, connections) for KMPS Project from design through fabrication and installation of systems.  Assist the procurement engineering organization. Develop the QA/QC procurement engineering and inspection plans to ensure that the commodities for the KMPS (such as vessels, filters, hose fittings and vent assemblies) are procured and meet the quality standards of Kurion, TEPCO and the Japanese government.

Description of SOW services provided: Provide the United States Department of Energy (DOE), Carlsbad Field Office (CBFO), with subject matter experts (SMEs) in areas of nuclear operations, hazards and accident analysis, system engineering, configuration management, quality assurance, radiological protection program, hazardous material program, waste management, emergency preparedness, project controls and project management in order to support the WIPP Recovery Project.

Assist the DOE Recovery Manager and contractors in developing alternate solutions to resuming critical WIPP operations post the two accidents earlier this year that shut down the facility.  Support Nuclear Operations oversight activities. Duties will include the conduct of day-to-day oversight of contractor activities, primarily in the above ground areas of the WIPP facility and provide written and verbal reports. Areas of focus of oversight shall include waste management/handling activities, emergency preparedness, integrated safety management, work control, operations and maintenance with an emphasis of compliance to all WIPP contractual requirements including Occupational Safety and Health Administration requirements, Mine Safety and Health Administration requirements, NRC requirements, and all DOE orders and regulations pertaining to conduct of operations and maintenance management.

Provide Project Management and Project Controls support to assist in ensuring compliance with project requirements to include:

  • Assist with monitoring and analyzing project performance using Earned Value Management principles to ensure project resources are being utilized effectively;
  • Integrate monthly variance analyses through workbook and meetings with input from the contractors and the CBFO Subject Matter Experts (SMEs) for inclusion in Project Analysis Reporting System;
  • Assist with reviews of baseline submittals, and other contractor change packages;
  • Evaluate and review risks; risk register, and assure currency of risk report and risk management plan
  • Evaluate current schedule data and analyze the Critical Path schedules
  • Assist with integrated budget request and lifecycle planning.
  • Provide scheduling support including reporting adverse trends to help ensure baseline progress schedules are met.

Provide support in review and analysis of Independent Government Estimates.

Overview of Work Performed: Provide project management and project control technical support services to the NREL contractor for construction projects and facility and site operations projects in Golden, CO. This requires subject matter experts in the areas of project management, project controls, engineering, operations, maintenance, and quality assurance.

Develop and review project documents related to design of facility and system upgrades and new construction packages. This includes environmental documents, hazard analysis reports, safety validation reports, quality assurance reports, construction safety and health plans, project transition to operations plans, commissioning plans, operational documentation, cyber security, project management, project controls, acquisition strategy, EVMS, and performance baselines. Review and evaluate designs to ensure the safety requirements are addressed in the structures, systems and components that are relied upon for safe operations.

Review and evaluate the startup testing data to ensure requirements are met and the systems have been properly tested . Coordinate the independent project reviews; design advisory board reviews; and design and construction meetings.
