Mr. Howell provided support to DOE, Savannah River Site (SRS), SWPF, serving as Turnover and Testing Team Lead and SME for Construction Complete/Turnover, startup/testing and cold commissioning testing for a Haz Cat 2 facility (new construction). He developed a systematic oversight program that oversaw the successful turnover of 72 systems to testing, and reviewed test documentation for attributes than ensured proper, rigorous, and effective test procedures were used to perform test execution. The program also performed field oversight of test performance and final review and analysis of test results. The turnover oversight process was recognized by DOE HQ as a best practice. He performed duties as team member for Readiness Reviews oversight and evaluation of corrective action plans and subsequent actions for approval to move projects into Hot Commissioning/Operations.
